Question / Help File Output vs Live Streaming

It seems like File Output is not being constrained by the Bitrate. I would like to be able to test settings locally under the Bitrate constraint so I do not have to do it through Twitch for every change.

If I stream at x Bitrate to Twitch, I see my settings actually working, imperfections ect. If I Stream to File Output the image is almost perfect. Even if I lower the Bitrate extremely low, the results are clean.

Am I doing something wrong ?

The encoder uses the same setting regardless if you're using file or stream output. Is it possible you're viewing the file output in a video player that is performing visual post-processing such as deblocking etc?

I am using Media Classic to view the video, I did not even think about that. What would be the best way to view the video as it is encoded ?

any player should be capable to play the files "as is" but sometimes you might need to disable any additional codec effects (like ffdshow improvements or similar)
