I have no idea how you arrived at Quality 17 but, you know, it doesn't matter. Let's just reset your OBS to avoid any issues with weird settings you may have accidentally activated.

Start -> Run -> %AppData%\OBS

Empty that folder. Start OBS again. It will have reset completely. Now go to https://obsproject.com/estimator and http://testmy.net/upload (run the SmarTest, to a server near you, top of the page will let you select the server). And then go back to OBS and apply some meaningful and balanced settings to it. For the record -- never ever go with a custom buffer size unless you actually know what you're doing. And, Quality 10 is overrated. There is no substantial quality improvement over Q-7 @ 3000 Kbps. Some quality loss is inevitable and no amount of overdoing it will avoid that.

There is no clear cut answer to that question. First of all, there is no list of games and some super settings for those games. Everyone here just comes up with their own best solution, which fits their personal situation best. Regardless, with 1.5 Mbps you could try something like 1000 Kbps VBR in Q-7, see how that looks.

I don't play Fifa 13 myself so I can't really give you an exact answer.
