Question / Help Feedback on new PC plans for gaming and streaming

I'm looking to get into streaming and I've been planning to build a new PC for a while. I wanted to get some feedback on my planned build before purchasing all the parts.

My current rig is kind of old and in need of an upgrade. Currently I'm running:
CPU: Intel i7 870
GPU: nVidia GT 330
RAM: 8GB DDR3 1333mhz

I have a MSI Radeon R7 370 OC 2GB coming in the mail and that's going to go in the system as I work on upgrading to the new rig.

The plan for the new rig right now is
CPI: Intel i5 6600K
GPU: MSI Radeon R7 OC 2GB
RAM: 8GB DDR4 2133mhz

My plans for the system are to be able to game in 1080p, and stream in 360p. I'm currently limited to 360p by my low upload speeds. I don't feel the need to have everything on the max setting for gaming I just want things to run smoothly. I wanted some feedback from those with more experience what sort of performance I can expect from this setup. I've tested streaming with my current setup and the results aren't exactly the best. I tested it with WoW playing at 720p scaling it down to 360p. I got it to run pretty smoothly but text was blurry and almost unreadable. I don't expect the video quality to be amazing at 360p but I would like things to be clearer. I'll be running Windows 10 on the new PC and my current PC is running Windows 7. I don't currently plan to overclock the i5 because the motherboard I'm happy with atm doesn't support it and I'm yet to see any options within my budget that fit the look I want. I'm looking at a black and white build with a MSI B150M Bazooka motherboard and black BitFenix Prodigy M with window.
 
The text is going to be blurry and almost unreadable no matter what you do, downscaling to 360p. Text is the first thing to suffer when you downscale; and scaling that far is just going to murder it.

Looks solid enough for a midrange system, though the motherboard is an important part too. I do my own builds with ASUS, as it's the gold standard.
 
I was hoping the better specs would allow better downscaling to improve clarity but I have to have realistic expectations. If I want more clarity I'll just need to play at a lower resolution with my current internet connection. With the new GPU what sort of performance can I expect in regards to streaming with my current setup? I'd like to be able to start streaming while still building the new system.
