Question / Help Feedback/Input on my settings for streaming?

I would just like some feedback on the settings I've chosen as well as some answers.
When streaming to YouTube is there a quality cap I should be aware of? or perhaps like with Twitch when streaming I shouldn't use a bitrate higher than a certain amount due to it causing bad performance?

Currently I stream to YouTube in 720p @30fps (this is because I am streaming from the same PC I am playing games on. I have found that these settings work as it is with me having to adjust my game settings to about high and I tend to get just about 60fps in game.)
My system is an i7-6700k with ASUS GTX 1070 Pro Gaming Strix
my i7 is overclocked to 4.7GHz if that helps to know.
My OBS Settings are:

**note: I saw no performance difference when switching from NV12 to RGB or when switching up any of the color settings really so I opted for the better settings as I also like to record my streams in higher quality than the stream itself for editing and uploading afterwards

Is there anything that I should change that will allow me to have higher quality video while streaming? Mainly getting rid of the slight blurriness/fuzziness and the artifacting when moving too fast?

I'm not having any issues right now with dropped frames or stutters and my upload is about 170megs so I'm not worried about going over bandwidth LOL. With these settings I can't go any higher than "faster" and I can't go 60fps without running into either poor performance from OBS or losing performance in game.
I'm sure with lower level games that don't require a ton of power I can go full 1080p at 60fps with the "fast" settings but in modern titles it's currently looking like a no go. The main game in question I am using to test the performance settings is Ghost Recon Wildlands. Currently with the settings I have I can play the game with FPS fluctuation from 50-60 and the usage on all of my cores while streaming goes from 90-100% depending on what's happening in game and occasionaly 85% usage.
