I would try disabling integrated GPU in BIOS so that you only use your AMD GPU card.

As you're trying to use Quicksync, are your Intel HD graphics drivers up to date?

Note also that disabling your internal GPU will definitely stop Quicksync from working.

Both my drivers are up to date just triple checked

Oh well I downloaded xsplit and it works guess i wont use obs
