Question / Help Failed to start streaming; Starting the output failed

Failed to start streaming.
Starting the output failed. Please check the log for details.
Note: If you are using the NVENC or AMD encoders, make sure your video drivers are up to date.

My video drivers were with 100% certainty up to date at 18.2.1 when I first had the issue, then I took the optional driver update 18.2.2 to see if that would solve the issue. It didn't.

My video card is an AMD Radeon R9 200 series.
