You mean windows 7 32bit?
If you temporarily move the 2 folders here C:\Users\C-Dude\AppData\Roaming\obs-studio\basic (replace C-Dude with your current user)
Move those folders somewhere else and see if it opens. If it does then one of your scenes/profiles messed something up. These folders contain all of your profiles/scenes so if you delete it you will have to redo all of those.
