Fail to initialize video - Dell T7400

OBS was working on my Dell T7400 a year ago. I uninstalled OBS a year ago. I just re-installed it on the same PC an now when I start OBS it pops a Error "Failed to initialize video. Your GPU may not be supported, or your graphics drivers may need to be updated."

I run apt update and apt upgrade and I still get the error.

I rand this lspci | grep VGA

and got this

02:00.0 VGA compatible controller: Advanced Micro Devices, Inc. [AMD/ATI] RV370 [Radeon X600/X600 SE]

any ideas?

That GPU supports OpenGL 2.0 while OBS requires OpenGL 3.3.

Can I install an older version of OBS that supports OpenGL 2.0?

No. OBS always required OpenGL 3. You may have had it installed on Windows.
