Question / Help Facebook Live Preview 10 second delay?

Hi, If I go live on Facebook or Youtube, with just my camera - the Live preview is in synch with me. If I try to use OBS, my Live preview is at a constant 10 seconds behind my actions. Is it supposed to be like this?

I took some snippets of what Facebook is telling me in Facebooks event log.... which I have googled, but cannot find a solution:

The video and audio Bitrates drops to zero - goes up... and then drops to zero again

and I uploaded my OBS Log with all my specs: https://obsproject.com/logs/V6OHymmqtchmZyq3

I have played and played around with the settings and watched tons of videos... I just cannot figure out what I am doing wrong. Very frustrating. I have changed my settings so often at the recommendation of folks on youtube, that I have probably screwed it all up.

My machine is older -- but it meats streaming standards from what I have read?

This is what it's saying at the bottom of OBS -- which looks good?

Here is my internet speed test.

I did a speed test, while stream preview was going... and up speed did drop down to 2... but, I think that's normal?

I don't know what more information you need... I kind of feel like its one little option that is checked, or not checked... and everything will be fine.

I want to understand it... I watched tons of tutorials... Mostly, I just want it to fricken work... :( Some of the folks on Twitch seem less savy - but, their dang streams look and sound great ~ even when they go mobile.... WTF?

Appreciate any guidance... and if this questions or problem has already been addressed -- please cut me some slack...it sure wasnt addressed under the search terms: "low keyframe rate"

Respectfully,
