Extremely Choppy Recordings (Again)

So, I posted in January of this year trying to get this same issue fixed, but nothing had helped me so I gave up, but I'm trying to get my recordings actually process at 60 fps so I can have some cute videos of me and my girlfriend for when she leaves for college. I used to be able to do this just fine about a year or two ago, but recently, nothing has been working, and on top of that recordings are getting more and more grainy now. Whenever my recordings process, they are extremely choppy and they aren't doing what I would like for them to do. I would just like to know what I have to do to get the recordings to actually record and process at 60 fps smoothly, I don't know if I have a setting wrong or something, but I would appreciate some help.

1. In Windows, we recommend that "Game Mode" be enabled. Game Mode can be enabled via the Windows 10 "Settings" app, under Gaming > Game Mode.
2. You are running an old version of OBS Studio (30.0.2). Please update to version 30.2.3 or newer by going to Help -> Check for updates in OBS or by downloading the latest installer from the downloads page and running it.
3. OBS is not running as Administrator. This can lead to OBS not being able to Game Capture certain games. Remove Display Capture and use Game Capture to capture your games while running OBS as Admin.

Your log shows no encoder overload.

Hey, I tried all these fixes, updated the software, ran it as administrator and turned on "Game Mode," and nothing changed in the recording quality or frames.

OK, so now that I'm looking at it on the Youtube link, the recordings are coming out perfectly fine, but when I'm viewing them in my media player, they're not working at all? Is this an OBS issue or is this an issue on my video player?
