Question / Help Extreme Lag on OB While Streaming and Recording!!

Every time I stream, record or test stream, my game is running very smoothly at 100+ frames, but I look over to my obs and see that it is lagging and fluctuating around 10-15 frames and sometimes even worse! I have looked through countless youtube videos and read lots of comments on social media and followed through those steps, but have found no help. I understand that everyones internet and computer is different but I sit at around 70 download and 10-17 upload speed(10 on a bad day 17 on a good day). I also have an intel i7 8700k CPU and a 1070 Ti graphics card with 16 GB of RAM. With all of this in mind, I have no clue how to fix my lag/framerate drops when i am both streaming and recording. https://obsproject.com/logs/KncIz1jQb9IY1gKl

This may be a dumb question but how do I do that bcuz i have used the windows key + G and went into settings but idk what to do from there.
