Question / Help Exclusive (not windowed) fullscreen games crash display capture on launch (goes black)

When I load OBS Studio 21.0.1 (64bit, windows), all of my elements are working fine until I open any exclusive fullscreen (not windowed fullscreen) application/game, at which point the display capture breaks (every element involving display capture goes black). Nothing else breaks, my image elements are fine, text GDI is fine... Nothing else is affected . The only thing that fixes this is a full restart of OBS Studio.

I have tried everything I could think of to fix this including:
Recreating the scene as it was from the 'add existing' lists
Reinstalling the latest version of OBS without deleting user data.
Creating a scene with only newly created elements of display capture from two different monitors
Reinstalling the newest version of OBS Studio after complete deletion (including user data, I backed up my %appdata obs-studio folder for good measure)
Clean install of the newest video drivers for my GTX 1080 (where the displays are connected)

None of this fixed the issue from a full restart, though it is worth mentioning that if the game was already running OBS was able to capture via display capture just fine after a restart (obviously not a good thing to have to do in the middle of a stream). I have no clue what's causing this, perhaps someone could provide some insight into the matter. The issue started popping up about a week ago, has persisted across multiple versions of OBS, first noticed the breaking in Nier: Automata,

Included is the log of a session where I recreated this in an isolated environment with just the two display captures I regularly use with my typical settings. As mentioned it happens under all conditions. Also included is a saved DxDiag info file for good measure.

I have made a YouTube video of the issue so you can see exactly what's happening... https://www.youtube.com/watch?v=LhHZ7XfsxVU
