Question / Help everything is set for 60fps.. but it looks like 30 when watching

I have been having a problem and my google fu is failing me.

I have watched several videos/guides on how to setup OBS for 1080p/60fps and even tried 720p/60fps but my videos are showing up and look no where near as smooth as some of the other streams I watch when they are running at 60. I have tinkered with a lot of stuff and even used Twitch Inspector to make sure they are receiving the settings, which they are and my videos are locked at 60fps.. but it just seems like I am not sending at that.

I am running at 2560x1440 at 144hz nativly and scale down from that in OBS so I know I am playing at greater than 60fps for sure but for whatever reason its just not coming through.

Could someone link me or maybe give me some tips on what to check or a descent guide so I can go over everyone once again?

As far as I understand it - faster encoding results in smoother stream experience but at the cost of video quality. Another thing is that using your GPU to encode the stream is better in terms of video quality, especially with the newest GTX 10 series. Maybe you should try using a faster encoder option but instead of using x256 CPU encoder go for the GPU one.
