Bug Report every time i open .16.3 i get the msg

after updating to .16.3 I receive the error msg...

After reinstalling I get the same msg. When I click OK on the error msg the program does come up and seems to work ok.

Both the lead OBS developer and the author of the AMD AMF encoder plugin are aware of this issue. It is being fixed.
