Question / Help Every stream or recording comes out in 1 fps

I have been going at this all day trying to figure this out. I've looked everywhere on the internet but can't find any answers. Whenever I stream or record a game, it feels fine when I'm playing. I get my usual 45-50 fps. But whenever I look at the stream or the recording afterwards, it's literally like 1fps maybe even less. I have been messing around with stuff all day but nothing will fix it. I'm at a total loss. If anyone has any idea what could be causing this I would greatly appreciate the help. This is happening with Siege and pretty much any game I record

My Specs:
Intel Core 2 Quad Q9300 2.5Ghz
Nvidia GTX 470
7Gb DDR2 RAM
Windows 10 64-bit

11:14:07.297: Video stopped, number of skipped frames due to encoding lag: 11951/19200 (62.2%)

I have a feeling something is terribly broken, both with the logged stats and your system. Do you have nvidia drivers installed?

I have Nvidia drivers, but I don't think they're the latest

So does anyone know what might be wrong?

Well the only thing i can think of is that you have some sort of 'Game Enhancing' Software or something that offers 'Game Mode' enabled. Windows 10 Creators Update for example has one and it can cause things like this.

Could be possible because I have game mode enable and razer cortex game booster I'll try disabling it right now.
