Just the past few days this has happened. Every 10-20 seconds while I'm streaming my FPS will drop slightly (between 3-5). Even when OBS is open but not streaming it happens.

i have the same type of issue my OBS is set to 60 fps but i twill drop to completely random numbers like 57.02 or 37.89 this happens while streaming and having my game be the foremost window. if im clicked out of the game it goes back to an even 60.00 fps. i have tried everything from updating my BIOS, drivers, changing all sorts of settings, resetting my router, and even resetting my pc. all i want to do is stream to my viewers without lag as much as possible, i dont even care abut the quality that much.

@OP:
I checked your log briefly...

Turn Off Windows 10 GameDVR (for example via registry..google helps with that), make sure, you stop overloading your GPU (Number of lagged frames due to rendering lag/stalls: 5854 (4.1%)) by setting an fps limit and make sure your internet connection is not choking or losing packages (Number of dropped frames due to insufficient bandwidth/connection stalls: 8786 (6.2%)).
If you can pin point the internet-problem to your ISP (could also be the twitch server, or WiFi), you can contact them for troubleshooting.
