Ever since I started streaming, I have encountered 2 issues.

The first issue is with performance. I was trying to record a video and to get a framerate in-game above 15 I had to delete all of my other scenes. Is there a way to disable scenes that aren't in use?

The second issue requires me to restart my PC to fix. Randomly, and frequently, my audio bugs out and amplifies/echoes itself and it destroys my ears. Can anyone help, please?

Scenes that aren't in-use (and are not nested inside the active scene with 'add source->scene') are already disabled.
Unfortunately the log you provided indicates that you only have two Scenes, each with a single image source inside. We need a log from a 'real' streaming or recording session, where the issue was occurring and everything was in-play (game running, being captured, etc).

I WOULD recommend running OBS as Administrator, as well as DISABLING the Windows 'Game DVR' function. It can conflict and add additional load to the system. You also may need to use NVENC instead of x264 for encoding in your settings... you're on a very old i5, and trying to record 1080p60 x264 Veryfast. That isn't going to happen. That CPU just doesn't have the grunt needed to handle real-time video encoding at that resolution and framerate, much less while also gaming.

The audio issue doesn't sound like an OBS problem. We can't really help with that one.

1. Using Windows Update, update Windows 10 to 2004 to 20H2/09 if available per https://obsproject.com/blog/five-simple-tips-for-new-streamers
2. To ensure that OBS Studio has the hardware resources it needs for realtime streaming and recording, we recommend disabling the "Game DVR Background Recording" feature via these instructions.
3. Change the refresh rate on your monitor from 75 Hz to 60 Hz and cap your games at 60 FPS after these steps.
4. Run OBS as admin. Right-click on the shortcut, properties, advanced, check the box, ok, apply, ok.
5. Record to MKV or FLV. If you record to MP4 or MOV and the recording is interrupted, the file will be corrupted and unrecoverable.
If you require MP4 files for some other purpose like editing, remux them afterwards by selecting File > Remux Recordings in the main OBS Studio window or enable Auto remux in the Advanced settings.
6. Display Capture is last resort. Build your scenes with Window/Game/Video Device Capture. Do not use Display Capture unless you need to capture Windows stuff.
7. If possible set your e2eSoft iVCam to 30 FPS.
8. I can't imagine 1080p @ 60 FPS @ 2000 Kbps is that good. If available try NVENC encoder with rate control CBR, bitrate 6000, key and b frames 2, preset quality, profile high. don't check anything. Ideally you want to use CQP/CRF bitrate control for recording where you pick a quality level.

Thank you for your helpful answer! I disabled Game Bar(Game DVR) and while I will definitely miss the utility, it did take up much needed system resources. I also uninstalled OBS and allowed it to auto-set all of my settings, which seemed to help. THank you!
