Your GPU is not supported (DirectX 10 is required - note that many integrated laptop GPUs do not support DX10).

It's not limited to laptops, support for DX10 is a requirement for OBS to run. If your graphics hardware doesn't fully support DX10, you won't be able to use OBS. I was simply quoting the error message from the log that told you what was wrong.
