error with h265 encoder and Pre Pass mode

Good afternoon I have a problem with the h265 encoder, since it turns out that the recording starts, but when I stop it it does not let me stop it, and I get the pre-step mode, that option appears in red and it does not allow me to enable or disable it, this does not happen to me With the h264 encoder, I send you some screenshots,

AMD drivers are FUBAR, rollback to a driver from last year. I'm still using driver 20.9.1 on my PC with an AMD GPU & it works just like it did when I installed it almost a year ago.
