Question / Help Error while launching obs from cmd

Im trying to launch obs with a set affinity using this command
c:\windows\System32\cmd.exe /c start "" /affinity f000 "D:\OBS\obs-studio\bin\64bit\obs64.exe"
but I get two errors saying "Failed to find locale/en-US.ini" and "Failed to load locale"
Please help
 
You're starting it from the wrong directory. OBS needs to be started in the directory containing obs64.exe.
