i got the error...here is the log...the strange thing is that it was working when the computer was shutdown, now it's not and i did not installed any new programs or anything....
edit: i added the obs program on high performance settings, it did not help, nor did it help to right click -> run as administrator
fix:
i turned off anything related to gaming (windows settings -> gaming -> captures was already turned off anything) and i turned off also windows settings -> gaming -> brodcasting and also gamebar (i don't need it), and this apparently fixed my issue
