Bug Report ERROR PARSING X FILE-WHAT IS THIS?!?!?!

So I was playing Tanks, when it froze. I tried to Alt+Tab+Delete in order to bring up the Task Manager, and all I got was black screens (I got two monitors). It had been 5 minutes, and I was still not getting anything on screen, so I had to force shut down my computer (I was streaming while all this happened). I booted up my computer again, and I got updates going on. Once I finally get to my login screen and open OBS, I got this error (image attached). I thought I had to properly shut it down in order to get it working, because I dont know much about errors. Still getting the same error.

What is it and how do I fix it?

This is when you forced a non-graceful shutdown you caused corruption in the file.
Find the file and delete it.

I had the same problem, and it was easily fixed by opening the mentioned file with notepad, deleting all of the text that is in it, and saving it. Then I opened OBS and it worked.
