When I try to preview or stream it comes with this error method. Can my laptop not handle obs? Thanks

I have a dell inspiron 15 laptop. Dual core processing power, 4gb memory, 320gb hardrive

That laptop only has an Intel GMA for graphics, so it does not support the GPU features OBS needs in order to run.

Is there anyway to make it so it can run? Thanks for the fast reply.

There is not. You would need to get a discrete graphics card, which you can't really do with a laptop.
