Question / Help Error compilation of vertex shader 80004005

Hello, when ever I try to launch the stream on OBS x64

I get this error, I have updated my DirectX and been on the microsoft website,
I updated my GPU drievers aswell to the latest ones and also I have tried deleting the shader folder in %appdata%, my OBS x64 used to run perfectly, some time ago I had to reinstall windows 7 and since then I have been only able to use x32 . I also tried updating windows and made sure everything is up to date. So I have no idea what to do next. Please help.
