Question / Help ERROR 10060 - RTMPT_Connect0. Can't stream at all. Please help

I used to be able to stream on twitch until probably a year ago I started getting this error, which I still have not resolved. What happens is, I attempt to start my stream, and after 23 seconds of attempting to connect to the server, I receive Error 10060, RTMPT_Connect0 failed to connect to socket. I am using OBS to stream.

I've searched all over reddit and the internet for solutions. So far I have found nothing but obvious solutions, many of which I attempted before even reading about them.

Solutions I have attempted: 1. Disabling my firewall. 2. Switching to every single US server in broadcast settings. 3. Resetting stream key multiple times (and of course pasting the new one into OBS each time). 4. Downgrading to an older version of OBS and deleting appdata OBS files. 5. Tried resetting my router and changing the "bind to interface" setting to my local address.

It would be cool to be able to stream again. Any help would be appreciated.

Does TwitchTest work? If so, then something on your system is blocking OBS, probably whatever firewall / security program you're using.

TwitchTest does not work. It shows "failed" for every single server. This makes sense because I also tried using XSplit to stream, and had problems connecting - so it looks like it's not the program but some sort of connection issue to Twitch servers. I have no idea how to resolve this.

I just tried setting up a stream on another service called hitbox.tv. I received the same error. It's possible that my ISP is indeed blocking RTMP then, right? I could probably test that by trying TwitchTest on a different internet connection, or by simply calling my ISP.

I called my ISP. They stated that they do not block RTMP, and they also do not block port 1935. I was also able to use the help of a family member to verify that my live stream key works through another location / isp via checking with TwitchTest.

One more test I just did was use a service to determine whether or not I am able to connect to port 1935 - and it turned out that I am not. My firewall is off, and my ISP claims that they do not block this port. Are there any other causes of being unable to connect to port 1935?

You could check your router too in case it has some weird firewall or broken port forwards or something. But it does seem something is blocking it if other services don't work.
