Question / Help Entire computer lags w/ OBS Studio open (while not streaming/recording)

The situation:
As soon as I start up OBS (before even pressing "Start Streaming" or "Start Recording"), my entire computer lags -- including WoW, which becomes choppy and drops down from 190fps to 20-30fps. It's a clean installation of OBS (on a newly built PC), in which I have one scene with World of Warcraft and my webcam running. I've also tried running Diablo 3, with the same result.

Recording or streaming neither improves nor worsens the problem. The recorded file also shows the decrease in fps and overall choppiness. Additionally, the longer I play, the worse the choppiness gets. OBS records at about 2-5fps at its worst.

CPU runs fine at 12% total.
Temps are fine at ~35C

Interestingly, when I'm not trying to capture WoW (i.e. just a desktop capture) it works fine -- no choppiness to speak of.

Computer specs:
Intel i7-5820k @ 4.2Ghz
Asus GTX970
Corsair Vengeance 32GB
Samsung 850 EVO (500GB)

Windows 10
Latest NVidia drivers
Vsync disabled (ingame & NVidia control panel)

What I've tried (none of which had any effect):
  • Uninstalling and reinstalling 0.13.4
  • Reverting back to 0.13.0
  • Running 32-bit / 64-bit clients
  • Disabling preview in OBS
  • Using game capture / window capture / display capture
  • Running webcam / no webcam
  • Using x264 / NVENC
  • Turning down WoW's graphic settings (right down to the lowest of lows)
  • Running WoW in fullscreen / windowed
  • Changing recording preset to veryfast / superfast / ultrafast
  • Flashed BIOS
  • Updated drivers for all hardware components
  • Uninstalling NVidia driver / software entirely
