Well I'm trying to learn the program, so I would like to know exactly what it does.

Forces OBS to keep below streaming maximun allowed bitrate.
For Twitch, now the limit is 6000 KBps

Enforces 2 sec keyframe interval, limits max video 6000 kbps, audio 160 kbps, and adds scenecut=0 (disables adaptive keyframe decision)

I would definitely recommend turning this setting off. When I was streaming to youtube it would constantly make all of my streams very bit rated and choppy. When I had it checked it was using youtubes encoder instead of mine, and yeah I just dont recommend using it, and playing around with everything a few test streams would be good.
