Yep, our etimator is a great general place to get a good recommendation for bitrate and such for your computer and setup. Usually streams don't go past 3500 bitrate these days, so if you want you could always just use that as your go to default if you can support it and don't know what else to put, but if you're streaming lower resolutions it's somewhat overkill.
