Question / Help Encoding/Stream Stutters

Hey, everyone. I've been having a lit of trouble with my stream stuttering and have been experiencing high encoding issues. I did the OBS stream config and it said I am able to stream at 720p with a resolution downscale by 2.0

Internet Speed:
My upload speed is 5.5mps (tested by mytest.net) and my connection to the closet twitch server (Seattle, WA) is 5730 kbps.

Computer Specs:
Processor: AMD FX-4300 Quad Core Processor
Video Card: NVIDIA GeForce GT 720 1GB
RAM: 8.0G
Operating System: Microsoft Windows 10 64-Bit
Display Maximum Resolution: 1600 x 900

OBS Settings:
Max Bitrate (kb/s): 3000
Buffer size (kbit): 3000
Video Res: 2.00 Downscale (800x450)
Filter: Bilinear
FPS: 30

All Advanced settings are optimized for Twitch live streaming.

Some games I am trying to stream are League of Legends, RuneScape, ePSXe games (PS1 Emulator) and FPS games. Let me know if there is anymore information needed to consult my problem.

Okay. Is there anything else you could think of that could my impacting it as well. Perhaps my processor and RAM?

It's probably your CPU. (It's not a true quad core, and AMD actually got on the bad end of a class action over calling it a quad core)

Is there anything I could do to boost the cores of my processor that won't take a toll on my PC? Thank you for your help so far by the way.
