Question / Help Encoding settings at fast...

Hi, I am a new user to OBS, trying to record a few videos. My system is a gt62vr, i7 6700hq, gtx 1060 with an ssd drive. I tried recording videos with my logitech c920 webcam using the following settings in obs 016.0.2 (64bit) settings -> output -> output mode advanced -> recording tab:

type: standard
Format: mp4
audio track: 1
encoder: x264
rescale output: grayed out at 1920x1080
rate control: crf
crf: 12
keyframe interval: 2
cpu usage preset: fast
profile: main
tune: none
variable frame rate: unchecked
x264 options: opencl=true

These settings cause my cpu load to boost to 100% according to dragon center and obs is giving me warnings that my cpu is overloaded and can not handle these settings.
When recording at very fast it is a bit better (60-70 percent cpu load and as far as I can see now frame drops in recordings).

My question to veteran users of obs is whether it is normal that my cpu has such problems to record at these settings, because I am trying to decide whether this new laptop has a performance issue. Thank you.
