Your last log file shows only 1% frame drops at 1080p60/Full. There is no need to drop from 60 to 30 or from 1080 to 720 for a 1% improvement.

I went to my GeForce pannel and I did: check for updates. It puts a message that it is looking for and nothing more, so I think that all my drivers are up to date and on top of that I activated the automatic driver updates. I disabled Psycho Active Tuning. Try turning off this feature. It's called Psycho Active Tuning. It uses a small amount of GPU.

Lowering your base resolution and then upscaling your output resolution would reduce rendering lag, but it would not reduce encoding lag; in fact, compared to not scaling and just using 1366x768 as both canvas and output, would create more encoding load.
That said.. I do not see why your machine should not be able to do 1080p60 under normal conditions.
Have you checked that drivers are up to date, and that the card is fully seated in the correct slot, and is getting the maximum possible PCI bandwidth?
hey there again! canvas resolution 720 did not help. overload after 2hEncoding with AMF isn't free. I'm not familiar with its settings because I don't use it, but unlike with NVENC, the load on your GPU for rendering and encoding are using compute capacity on the card.
I would try reducing canvas resolution (not output) also to 720 and see if the error persists.
