Encoding overloaded

Ok so when I record videos I don't know why my video looks very bad and it says "encoding overloaded!" but I checked task manager and my GPU, CPU and RAM aren't being fully used so I don't understand what is causing this. Also I use AMD HW H.265. Does anybody know how to fix this
