Question / Help Encoding overloaded after windows update?

My son uses OBS to record videos for his youtube channel and he's been doing it for almost a year, and suddenly today he said his videos were choppy. His PC has an OG i7 (920), a GTX 1050, a samsung SSD, and a logitech c920 webcam. x264 encoder, set to ultrafast, main. No antivirus (installed one to do a scan, it's clean, uninstalled) He's recording at 1080p 30fps. I can't really lower his settings any further aside from lowering the output resolution but I rather not do that since it's for youtube and 1080p is sortof a must these days.. buncha kids and their FHD videos.

Anyone else notice a heavy hit in performance after these last windows updates?

I switched him over to NVEC for now, but the video quality took a noticeable hit at 10k bitrate. Also had to lower his webcam resolution down to 800x600 from 1080 because there was bad audio desync. I'm going to do a system restore tomorrow to get rid of the updates and see if they really are the culprit--just thought I'd check here on the forums to see if anyone else has noticed this.
