sorry if this is a stupid question but i'm following this guide

and the first step says
"Open up your latest version of Open Broadcaster Software and go into the settings and then into the Encoding section."
except i can't find the encoding section
i'm using OBS 0.12.3
i've looked in all options under File/Settings
and i've clicked the cog under Display capture
if i add "video capture device"
then click the cog on that i get no drop down for 'device'
the machine is running win7 64 with both the 32 and 64 bit c++ runtimes.
running intel HD graphics (on board).
i'm not going to be streaming anything fancy, just some powerpoints accross a corporate network.
i'm sure i've missed something obvious but this is a first for me. at the moment i'm using display capture instead but quicksync sounds like a better solution.
