after trying all what you said, the two issues i had was that after disabling HAGS, was that my pc started running largely worse to the point everything was freezing, the fps issue though if i set it to 60 as my monitors are 144hz through the videos the jumped frames are largely noticeable
changing multipass mode also did not seem to improve it
In the log both monitors are set @ 120HZ, not 144. As noted above, you're recording @ 120FPS. There's no rendering lag, just encoding lag. All you need to do is use a faster Preset, P3 should do the trick.
Potential audio issue, see link below....
If you lower the frame-rate in OBS to 60FPS, P5 is the correct Preset.
