Question / Help Encoding Issues still after troubleshooting

Finally after a long time of mulling it over I have decided to actually start streaming myself but I have encountered a bit of an issue. In some games I am getting encoding issues apparently and it makes a stream unwatchable. This issue is most prevalent in PUBG, causing a single image to be on the stream for 10 seconds up to multiple MINUTES. Other games that don't require as much power like Battlerite don't have the issues really but it can occasionally pop up and be a problem. I have tried using the NVENC H. 264 encoding setting but that usually just causes my game (in this example PUBG) to go from 80fps average down to 30-40, though it doesn't give me the encoding error then. I have also tried to simply record PUBG using OBS and I still get the encoding error and have it only apparently record a single frame every once in a while. Sound is recorded and played normally back in both twitch and in recordings. OBS reports no dropped frames and my output speed remains stable as well.

My settings for streaming output are as follows:
Encoder: x264
Rescale Output: 1280x720
Rate Control: CBR
Bitrate: 3500 (I get the issue the same whether I do 2500 or 3500)
Keyframe Interval: 2
CPU Usage Preset: Superfast (Even on Ultrafast I still get the encoding issue)


I have a webcam but I have turned it off for these tests and still have the problem. I also try to turn off all non-essential programs to free up CPU, aside from a light weight browser that I can see twitch inspector in.

My computer specs are as follows:
Operating System: Windows 10 Pro 64-bit
Processor: Intel i5-7600K @ 3.8GHz (4 CPUs)
Ram: 16GB DDR4
GPU: NVIDIA GeForce GTX 1080

Running a speed test on speedtest.net to Chicago servers (which is where I have my OBS server set to) gives me 89.25Mbps down and 11.99 up, if that means anything in this case at all.

I have also uploaded the log file (I guess) from today that OBS generated.

I don't really see why I would have too many issues with streaming or using OBS in general as I see other streamers streaming similar games with lower specs than mine. Am I doing something wrong then? Should I reformat my computer or something drastic like that to try and remedy things?

If there is any information that I forgot to provide or that I should seek getting please let me know if it can further helping me to get things running smoothly.

Change from monitor_capture to game_capture. See if removing the browser sources is reducing the CPU load and last but not least, don't let PUBG eat up max resources, by editing the GameUserSettings.ini and put in an fps limit (default = 1000.0000fps).
