Question / Help Encoding FPS Drop?

Hello - Ive been attempting to stream some Black Desert Online. When I stream Ive noted that my FPS drops in the lower right but I have no frames dropped.
Ive tried a clean install. This does not occur if I stream Final Fantasy XIV or Guild Wars 2. The CPU load is no where near being overloaded from my perspective. I'm at a total loss. Any help would be greatly appreciated.

Here is my last log: https://gist.github.com/19a84d4f212f19334395044e2f19135d
Here is my last stream video: https://www.twitch.tv/videos/219224871

Ive been thinking about purchasing and Avermedia Live Gamer HD2 to help offload encoding on my machine to the card. Would this help with this issue?

Thank you for your time and support!

So I've tested with GW2, ESO, Witcher 3, Skyrim, and Tomb Raider and all have zero issue but when I attempt to stream BDO this is what happens:

Any help would be greatly appreciated! :(

Can you check your GPU load, while playing BDO?
It should stay below 99%, otherwise, OBS will suffer from render lag and drop frames.
Making sure, that the GPU is not overloaded is done via an fps limit in your game (if there is no limit at all, the game will try to produce as many fps as possible and therefore GPU or CPU will become a bottleneck).

My GPU sits between 85% and 90% in BDO depending on if im in a huge fight or not - I did try turning the graphics all to the lowest setting and this did not resolve the issue either - could there be a bug associated with BDO and OBS?
