Encoding errors after recording fine

Recently I recorded a Dying Light 2 videos at some pretty beefy settings 2560x1440 90fps with no problems! Now upon my second time launching OBS and recording through display capture I am getting encoding errors and am unsure why.

They say NVENC not found however I do not know why as I am using a RTX 2070 with updated drivers and even messed around in my bios to see if there was an issue.
If anyone knows any solutions please help me out, it is not the canvas size or fps I have already tested that along with most of the output settings. Previously I just needed to disable psycho visual tuner to fix the video lag however now it is ridiculously bad.
I use this for recording not streaming.

In OBS, set Settings->Output->Recording->GPU back to 0.

not sure why it would say gpu is not at 0 it is at 0 perhaps not in that log, it appears i may just have to abandon obs for a different screen recording software due to constant issues despite working perfectly fine before

here are some more recent logs trying to play at lower settings yet there is no solution
