encoder overloaded issue

So I have no idea what happened, I was streaming from obs a few days ago and it was just fine. After the weekend off I went to stream and it keeps popping up encoder overloaded and my bitrate drops below 1000. I have done everything that was suggested but I am still having issues. i changed the res, framerate at 30, encoder preset, the encoder itself, checked for updates on my drivers, reset the modem and router and the pc itself. I have no idea what to do now, any help would be grand.

so the analyzer said no issues but clearly there is lol. I even reinstalled obs today and still got the same issue. I've never had this problem before so I'm confused haha
