Encoder Overload

I have a i-9900k and rtx 2080ti
i had no problems streaming with obs in the past. but untill recently my fps would drop on obs. Its only using a max of 5% cpu. Iam using my graphics card mostly for the encoder. I follow many steps to help with this but nothing works.

why you didnt use CPU encoding ? i mean on a single PC better use your GPU!
