Question / Help Encoder overload suddenly happening

So I started my stream tonight like always, Loaded up league of legends, turned on the music.
Got into game, everything was good, Suddenly chat tells me game play has frozen but audio still working.
Then the music starts to stutter ( freeze for 2-5 seconds then play for about 3 then repeat) Look st obs on my second monitor, at the bottom it says encoder overload.
I haven't updated anything except windows. And i know there are issues with CU. but mine seems different,
So i updated obs. Then my webcam died in 64 bit mode, but will work in 32 bit.(separate issue with the webcam diver had the issue before I updated.
Restart everything, Open up obs league ect. everything seems ok.
Switch to another window well League is still the main focus.
Bam Encoder overload.

So I reload everything again, Start the music, OBS, LOL and begin. About 5 minutes in again, Encoder overload
Disabled all game mode and full screen stuff.
BAM ENCODER OVERLOAD!

Opened only OBS and LOL
ENCODER OVERLOAD

Everything worked fine last night. dident change anything, so i have no idea what is suddenly wrong.

Just wanted to tell you : You are not alone ! Same problem here and for a lot of others ...
I think we need to try to roll back from older Windows Updates ...

No one seems to find a solution.
