Question / Help Encoder overload after windows formatting, was fine before on same settings.

So in short, I did a windows format and now OBS recordings are dropping frames. OBS is saying the encoder is overloaded even though my cpu and gpu is at 10%
it worked fine before the format and im using the same settings

Im using OBS version 23.0.2 recording with new nvenc at bitrate 17000.
I have disabled game dvr, game mode and all that stuff and that helped alot on the frame drops but its not nearly as mint as before the format.

PC specs:
i9 9900k
16gb ram @2666mhz
RTX 2080

My best guess would be that I forgot to install a crucial driver but I cant think of any.

I use an i9 9900k + rtx 2080 ti + 32gb 3000hz + 27 'monitor 2.5k + gsync and i have the same lag problem in the OBS.

the BF V game runs smoothly in any quality but the transmission with new nvenc and 6000 bitrate gets horrible, locking and distorting the whole image.

For what game though? I have a 9700k, 2080 Ti 32Gb Ram and have the same issue with obs. GeForce Experience works fine on highest stettings, even recording at native resolution, but with OBS I can't even do 720p smoothly... I feel like many people have this issue. Is there really no solution to that problem? I checked on big Streamers' streams and their stream looks fine. I would be interested in knowing what they do exactly.
