I have A RTX 2060 Max P with a Intel I7-10750H (6 Core/12 Thread 5GHZ), would it be worth it to me to use Software (x264) instead of NVENC (new) considering most of what I stream would be graphics card heavy games so I could free up some of the load on my GPU. Would it make the overall quality of my stream better or is it all in the air?

Turing NVENC (like on your 2060) is generally quality-equivalent to x264 Slow. There is almost no reason to use x264, and getting a system to be able to run x264 Slow is a very expensive and time-consuming process.
NVENC is a separate part of the GPU die that normally sits idle unless you are encoding video. It will not impact your gameplay performance outside of three options that use CUDA cores (Psycho-visual tuning, Lookahead, and the Max Quality preset; uncheck those two and use Quality instead).
In short, no. NVENC is the way to go, by a long shot, especially with newer nVidia cards. (AMD's equivalent, AMF, is a tire-and-diaper fire.)

Thank you so much for your detailed reply and just to be completely clear do you think the same for when it comes to quick sync is that still not worth me diving into compared to nvenc i only ask because ive been noticing some very harsh issues with my streams and looking to turn wherever i can to fix that

QSV is very much not worth getting into, if you have an RTX 2060. It can allow very low-end systems to stream/record, but is a MUCH worse-quality encoder than Turing NVENC.
You'd be better off detailing the specific "very harsh issues" and resolving those directly instead.
Ok good to know, and for starters I experience atleast 20 second delay to twitch which i know isnt a huge deal but would be helpful to have lower when talking to chat. But the biggest hit is the lost frames where it just makes my144fps in whatever game look like 20fps with constant freezing
