Question / Help Elgato Skipping Frames!

So every once in like 10 seconds my elgato will skip about 3 seconds of footage and the sounds also cuts out I have looked at other forums saying stuff like lower the resolution to 720P and have buffer to 0 and I have done both of those but still no solution. Can someone help me with this?

Is it one of the external elgatos? If so, it may be USB port overload.
