Elgato HD60+ Boot Failure

I have been working on an intermittent Elgato HD60+ video input boot failure problem for over a year. I am using OBS in a Windows 10 environment on a desktop computer with more then adequate processor and memory hardware. We are using three Elgato video inputs that are connected to two digital camcorders and a mirrorless camera. The system always works well once all three video inputs boot up and I have never had any of the three video inputs drop out once they have started. The problem occurs on the initial OBS boot up. The same video input occasionally starts the first time but usually requires at least three OBS boots to start. I have swapped every hardware device and cables with the same results. I have also confirmed with the Elgato 4K software that the video input was working. I have deleted the video input scene and recreated it several times with no success. I have deleted all three of the Elgato units from the device manager and reinstalled them but all have the same results.

Any ideas?
