Question / Help Elgato HD 60 and OBS communication issue

I started streaming using the Elgato HD 60 capture card 2-3 weeks ago, for the first week it worked perfectly (although I was still tweaking with various settings). Then after the V0.637b update I started to drop frames between the elgato and OBS, by this I mean that I was broadcasting all the frames I could (no dropped frames shown on OBS) but was not getting the full 30 fps I should have been.

I know it is not an issue with my CPU or anything due to the fact I streamed without any issues before, even on the same console and game. You can see the first stream I did on the same game and console (before the frame issue) here www.twitch.tv/afterburn1000/c/5288223

Since the issue popped up I have had to use Elgato's own streaming service, which I do not have any frame issues with, but there is a noticeable drop in quality, mainly during moments of fast movement, even though I stream at a slightly higher bit rate than I did on OBS.

I only have this frame issue between the capture card and OBS, if I try to record/stream anything else I do not have the same issue, however after uninstalling and reinstalling both OBS and the Elgato software and checking the settings aren't set to ridiculous things I have run out of ideas as to how to fix this.

I have attached a log file which should contain all the relevant information of when I try capturing with the capture card and then when I try capturing something else, in this case a Skype call.

Try recording to file, and see if you get higher FPS there. If you do, then it's most likely flash at fault, having difficulty decoding whatever it was that you happened to be capturing at the time. Flash can have difficulty depending on what's being decoded. I doubt the update is at fault.
 
Thanks for the advice, but I have tried recording to file and I still had issues, it ran fine for about a minute and then started lagging and after a few seconds stopped entirely. Attached is the log file.

I feel I should clarify, my issue isn't simply with output, there is even an issue if I just try viewing things in preview (with encoding enabled) I have watched the CPU usage as I have tested things and what seems to happen is it runs perfectly for around a minute using about 60% of my CPU, then it suddenly stops using 60% and fluctuating around 30%, causing lag and hanging. I have even tried changing the CPU preset to ultra fast and had the same issue.

I ran a preview without encoding to test it wasn't something wrong with the elgato (even though it works fine using their software) and had no issues.

I doubt it is the updates fault either, as I have tried rolling back to the previous version (just in case) with no change, the issue just happened to turn up around that time.
