There isn't really a solution to this other than Elgato fixing their drivers or rolling back to a set of drivers where you can set the quality from the device.
If you try to capture video from an Elgato USB2 device then it will use the lowest quality compression, and the device options won't let you set the quality of the video like you can in Elgato's software. This may be the cause of quality issues with Elgato capture in OBS lately. I have a feeling this a change caused by the latest Elgato drivers.
