On A5100 switch from PAL to NTSC signal this probably change to 60FPS.
Not too much cameras can send 25 or 30fps via hdmi, typical value is 50i or 50p or 60i or 60p (of course is 59,94 fps or 29,97fps).

If you set in camera 50FPS - CamLink receive 50FPS and send to OBS.
In OBS you can change FPS rate, but must remember about one important rule use double or more or half FPS source, if you set 30FPS and 50FPS from source you can see visible 'screen tearing' or jumping frames.

It seems that Sony alphas' HDMI output is locked at 50p. Combined with your information, it's the explanation of my issue.
So, for best performance in OBS, I should set the output to 50fps, right?
This would be the Camlink failing to enumerate the higher rate. You'll need to reach out to Elgato support for assistance with their hardware.I have the same problem as the OP. My Nikon can output 60p trough HDMI, elgatos 4k capture utility software sees 60fps, but in OBS I can only select 30. . .
