Question / Help Elgato Came Capture HD60 Not Working In OBS Anymore

My Elgato Game Gapture used to work with 0 problems the first time I used it. I tried to use it on this Arcade that my customer made, to record him a commercial for the Arcades he makes. It worked fine when I played Super Smash Bros. Ultimate last Wednesday... What could be the issue?

Looks like you have more than one copy of OBS running, and the copy you're trying to operate can't access the video device because the other copy is. (Video device drivers are often exclusive.)

Although a good suggesation, this happened before that error, too. It only does that when OBS crashes; and I am forced to re launch it. There is no copies open now, and still does not work.
 
If the same "insufficent system resources" error occurs in that log, also, then the problem may be that Windows has not given permission to OBS to use the video device; Windows treats capture cards the same as webcams for this purpose.

Good Suggestion but I've figured it out thanks to the your post before. Something. SOMETHING was still using my Elgato. Even though I closed all the applications and restarted the computer. I downloaded the Elgato Capture Software as a way to get my stuff done for the customer after replying to your post, and discovered that it's still being used by another program apparently. So what I did is I closed that app, unplugged the Elgato and re-plugged it in. Then I started Elgato Game Capture Software, and I tweaked with other issues like: "Needs to be in 3.0 plug in" ect. I then finally got capture on that Software. I went to task manager and force closed the Elgato Software, then opened OBS and it finally works.
