DVD/VHS capture video off center

I'm a total newbie, so my apologies. I'm trying to convert old VHS tapes and DVD's to digital-only format using a vhs/dvd player hooked to my Windows PC via a usb video capture device. The issue that I am having is that the video displays with a black "cross" off-centered with the video split between the four sections. This happens on both DVD and VHS video capture. Using the tracking on the VHS does not fix this, and tracking does not work on DVD. I've gone through all of the settings and I see nothing obvious. I realize that the issue might be with my hardware device, but I don't have another one to test this on. I have also tried other software and the display is the same, which makes me think the issue is hardware, but I just don't know for sure.

Windows 10 ver 22H2
Intel Core i7-4710MQ CPU @2.50GHz
HP 2211 Series LED backlit LCD montior
AMD Radeon HD 8600M series monitor

Your capture card isn't getting the physical sync signals correctly. Either the card is broken to not grab them, or the player is to not make them. What you're seeing is what OBS is getting; not much to do there.

I suppose there might be a setting somewhere, in the card or in the player, but in playing with these things myself, I don't remember seeing one.

What steps or setup do you use to get that far? I cannot seem to be able to find the right setup to convert a vcr tape to digital format.
